[DAO: Qmcok3e] lower the cost of minting wearables

due to the massive increase in interest, the price of mana has increased to the point where if someone new wants to create a wearable it will cost them $2500~. This is limiting the amount of creativity that is possible within dcl. So I propose that the cost to mint is reduced is lowered to 50 mana but will scale as follows: 2nd mint 100 mana, 3rd mint 250 mana, 4th mint 500 mana at which it will be capped. This should help to kick start smaller creators and will mean that only the most creative/entertaining creators become successful. Doing this Should overall create a profit for the DAO as although the price is cheaper it will encourage more people to get creating

This is a duplicate of the plan to tie MANA cost to the average of fiat USD the previous week.

If that held throughout the week at lets just say $5, then instead of 500 MANA (500 x $5 = $2,500).

It would instead be 500 MANA / $5 = 100 MANA to hold to $500 USD fiat price point.
