There are no POIs at the coordinates from your proposal, you can see the list of POIs here: https://peer.decentraland.org/lambdas/contracts/pois
so how did the system allow me to make the proposal 
Perhaps because there WAS a POIs, but it was correctly removed, but it was not the one you thought it was.
The one you seems to talk about it is this one, not -113,-19.

The proposal doesn’t make too much sense. What do you mean with ‘the DAO’? Who are you referring to? As far as I’m aware, the DAO is not a person or a registered entity
Also, this is something you should ask at DG DAO, not here.

This is absurd, having people impersonate “Michael Jackson” is common in any virtual world/game, but here they’re taking “admin-sounding names” which is step 1 for scammers. I think we should re-evaluate banning names, this misrepresentation can totally become more harmful in the future.

lol sure let’s say “scammers” and ban all NAMEs foundation did not mint themselves when it was introduced. It is quite easy to see who owns the NAME, who minted it and when.

This is not a very good argument ser, there’s documentation on DCL personnel. Being new does not equal to unwillingness to research. Why is it a misrepresentation in your view? Because someone else other han foundation owns it and uses it?
