Summary: This proposal is in favor of refunding the fee publication cost difference to wearable Creators only for wearables submitted after the passing of the recent fee publication adjustment proposal, and before the adjustment was implemented.
Overview: The wearable publication cost was recently adjusted from the original fee of 500 MANA per item to a new $500 USD-pinned fee that updates weekly based on the approximate price of MANA in USD.
This adjustment was voted on in the DAO (link above) and concluded on November 7th, 2021. Following the passing of the proposal, there was a duration of time before the fee change went into effect. This refund proposal would only affect wearables submitted during this period of ‘limbo’, where the changes were approved, but hadn’t yet been enacted.
Proposal:
(1) Establish a time stamp for when the approved wearable publishing fee adjustment went into public affect on the https://builder.decentraland.org/ domain
(2) Determine which wearables were published at the original 500 MANA fee after the DAO approval on 10:13AM on November 7th, 2021 (snapshot below) and before the time stamp established from step (1)

(3) Calculate, audit, and issue credit back to affected creators for the price difference according to the newly-approved and implemented system applied to MANA prices at the original time of publication.
For example, if 2 wearables were published by Creator X on November 10th for 1,000 MANA and the price of MANA was $4 USD at that time, then the actual price per the enacted DAO proposal would be 125 MANA ( = $500 USD ) for each wearable. According to this math, Creator X should’ve paid only 250 MANA rather than 1,000 and would be eligible to receive a 750 MANA refund while still having paid the updated publication fee.
Purpose: Why is this important to the Decentraland community? As an involved community member and creator myself, I understand the importance creators have on the growth of this fantastic community and social ecosystem. During this ‘limbo’ period, although it was no more than a week or so, many creators were dissuaded from publishing content knowing that the fees were going to be adjusted to a lower price.
For some, deadlines do not permit us to be selective about when we submit wearables for review, so for those that were negatively impacted by this short-lived situation, this would be appropriate compensation. Lastly, it should also be stated that this is a unique scenario and that few creators actually submitted during this time, so the total impact is relatively small making this a feasible proposal to take on and address.
