One minute you are complaining about freedom and in the next you are suggesting a blacklist.

Although I can agree on some level with this you are contradicting yourself, a better solution to for this imo opinion is to gap VP for example all the vp should be limited to max 1M.

This means districts and Mana holders, delegates everything.

what do you think?

Not really, how do you handle district lands which have been sold? Like DG lands in Vegas City or the lot of different lands in Dragon City? You can’t just remove VP from people who paid for their lands.
