There are some flipped normals and several intersections with upperbody wearables:
The best category for this kind of item is upperbody, you can create an upperbody and combine it to you scarf with 1500 tris budget.
Check the wearable in-world as there you can see single sided polygons and wearable’s skin weight: make sure to weight the scarf to upperbody legs if it goes below hips.

Just make sure the scarf is double sided (see image): add back polygons, in-game faces are single sided
