wearables is OK, but you will need to send ip rights for metaqueens to legal@decentraland.org
and my recommendation to weight paint marked area to 1 to spine2 bone with some smooth transitions between other bones, because right “collar” moves with shoulders and arms which cause some weird overlaps with jacket
